How do seconds and milliseconds differ?
One second equals 1000 milliseconds. Unix seconds often have about 10 digits and milliseconds about 13, but follow the field definition.
Why is the date several hours different?
Time zone differences are a common cause. Use an ISO date that includes time zone information.
